Dr. Sanjay Sood, a State Awardee, has to his credit, award-winning, innovative patient-centric telemedicine & eHealth solutions of population scale. Sanjay is the Project Director of eSanjeevani - India's National Telemedicine Service, supposedly, southeast Asia's largest telemedicine platform that serves around 1 lakh patients on daily basis and has already served over around 12 million patients during pandemic and this first of its kind of telemedicine platform is evolving at staggering pace (in past 10 months it has grown 1000%).
Dr. Sood has also rolled out another similar national telemedicine platform - SehatOPD of the Indian Ministry of Defence, Indian tri-services (Indian Airforce, Indian Army and Indian Navy). He is also conceptualising a multi-tiered national telemedicine network for PLHIV in India. For the Ministry of Health and Family Welfare, Govt. of India his team has also put together MyHealthRecord - a Personal Health Records Management System this will be rolled out in near future.
Sanjay has been a telemedicine consultant with World Health Organisation (AFRO). Between 2002 and 2019 he led implementation of two state-wide telemedicine networks in India and five international telemedicine networks.

Jayanta Mukhopadhyay is a professor in the Department of Computer Science and Engineering, Indian Institute of Technology, Kharagpur. He is also holding the office of Dean, Outreach in the Institute. His research interests are in image processing, computer vision, and bio-medical informatics. In the past, he served as heads of different Departments of the Institute including Computer and Informatics Center, Computer Science and Engineering, and the School of Information and Technology.
Dr. Mukhopadhyay worked extensively in telemedicine, neonatal health care, and cancer radiomics. He has also worked on medical instrumentation and assistive technology. For more than two decades, he has been engaged in research and development of telemedicine systems, which were deployed at several Government hospitals in West Bengal and Tripura. Presently the system has been upgraded to provide direct consultation to patients, and its customized versions are being used by IIT, Kharagpur, RKMHOS, Varanasi, and Department of Health and Family Welfare, Govt. of West Bengal. A base version of the system, named iMediXcare, has been released as an open source software. Dr. Mukhopadhyay received the Young Scientist Award from the Indian National Science Academy in 1992. Over the last three decades the telehealth industry has been evolving from technology driven industry to payer (reimbursement) driven to current provider driven industry. In the initial phase, emerging information and communication technologies were the driver to demonstrate telehealth capabilities. Once it was demonstrated that the telehealth services can be sustained and scaled, the next phase was focussed on reimbursement ("who pays for it") for telehealth services. This phase led to both penalties (30 day readmission) and incentives (value based payments) for providers. As telehealth industry was moving towards the next phase of provider based models, COVID-19 pandemic related lockdowns accelerated the use of telehealth by patients and providers to access the care for all patients. Governments and payers provided a series of waivers to relax the requirements and parity of reimbursemnet with the in-person care.Now a new hybrid care delivery model is emerging where providers are incorporationg in-person and virtual appointments for care. Latest update from all key stakeholders (patients/caregivers, providers, payers and regulators) will be provided during this presentation.

Special interests include antenatal diagnosis of congenital malformations in the foetus and management of congenital malformations of the urinary tract. Dr Ratta was the Past-President of the Telemedicine Society of India (TSI) with 16+ years of experience in Telemedicine including organizing multiple TSI conferences. He also Co-founded a wellness company in 2012 that has conducted Health Risk Assessment of over 10,000 subjects on site. Dr Ratta had set up of Paediatric Surgical Services in Oman along with Mr. R. D. Spicer in 1985 and Paediatric Surgical Services in Ruby Hall Clinic in Pune in 1990 and has vast experience in running clinical trials He was also Instrumental in designing the Children's Wing of the Royal Hospital, Muscat Sultanate of Oman (1986), the Neonatal Wing at Great Ormond Street Hospital, London (1987), the New Building of Ruby Hall Clinic (1995), and the Pediatric Floor at Sahyadri Speciality Hospital, Deccan, Pune (2005). Dr. Sunil K Pandya was a former Professor of Neurosurgery from 1975 to 1998 at the Neurosurgery Department in Seth Gordhandas Sunderdas Medical College and King Edward VIII Memorial Hospital. He worked under Dr Homi Dastu from 1967 to 1974 in the same department. Dr Sunil completed his Medical graduation from Grant Medical College and Sir Jamsetjee Jejeebhoy Hospital in 1961 and got trained in Neurosurgery under Dr Gajendra Sinh at the college. His interests are - history of medicine and the neurosciences, medical ethics, literature - especially biography and photography.
I am a Urologist and Transplant Surgeon by profession and assicated with multiple initiatives. I did my surgical post- graduation and moved to the UK. I lived there for 12 years and worked as Clinical Lecturer, Registrar and Senior Registrar in Urology & Kidney Transplantation at Institute of Urology & Nephrology at The Middlesex Hospital and Royal London Hospital in London.
I returned to India in 1995 and started the Dept of Urology & Transplantation at Sri Ramachandra Medical College & Hospital, Chennai and worked there for 20 years. While I was there, we started 2- courses. The first was a 3 yrs MCh course in Urology and the second was a 4 yrs B.Sc course in 'Urology Technology' (the first such course in the world). Through these courses we have trained over 100 MCh post-graduates & para-medical urology graduates.
I have published or edited over 700 Medical & non-medical articles in international, national journals, newspapers, and the web. I have written & edited 5-books, 14-book chapters, made almost 900 presentations in the form of orations, key-notes lectures, invited talks and paper presentations. Dr. Saroj Kanta MISHRA born in Odisha in 1956 where he graduated in Medicine in the year 1978. Did his general surgery residency from PGIMER, Chandigarh in 1983. After a brief stint as faculty in General Surgery there he moved to Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS), Lucknow in 1989 to establish the first academic department of Endocrine Surgery, later took up the position of Dean in 2018. For over 31 years he chaired the department steering the clinical, teaching, training and research in this discipline. After superannuation in June 2023 he was appointed as Emeritus Scientist by Indian Council of Medical Research to pursue research in the field of telemedicine & digital health at the School of Telemedicine & Biomedical Informatics, SGPGI, Lucknow.

Mr. Gaur Sunder is Associate Director (Scientist F) in HPC � Medical & Bioinformatics Applications (HPC-M&BA) Group at Centre for Development of Advanced Computing (C-DAC: www.cdac.in), Pune, and directs the Health Informatics R&D activities. He also heads the prestigious Advanced Computing Training School (ACTS: acts.cdac.in) of C-DAC, Pune that imparts quality technical education and training in computing technologies to more than 5000 students annually in India and abroad.
With over two decades of experience in Healthcare ICT domain, he has led Health ICT R&D projects to enable reach and access to better healthcare services under aegis of Ministry of Electronics and Information Technology (MeitY), and Ministry of Health & Family Welfare (MoH&FW), Government of India. Some of the health technology solutions developed by his team at C-DAC include Mercury EMR and Telemedicine solution; Standards Kits for DICOM, HL7, CCD, LOINC, and SNOMED CT; Radiation Treatment Planning System for Brachytherapy and TeleCobalt; and Distributed Health Store; among others. He has served as Principal Investigator of advanced R&D projects funded by MeitY and International grants bodies such as VINNOVA, Sweden and NWO, The Netherlands. He is co-author of book on Electronic Health Record published by IEEE Press, USA, and has published/co-published several papers in scientific and engineering journals and conferences. Gaur Sunder also heads the National Resource Centre for EHR Standards (NRCeS: www.nrces.in) created by Ministry of Health & Family Welfare (MoH&FW) at C-DAC, Pune to promote digital health systems and their standardization in India. His team at NRCeS advises and supports incorporation of notified medicoIT standards in public and private healthcare systems, advises policy makers, and assists MoH&FW as its healthcare system standards expert agency. NRCeS also works as Clinical Terminology Standard provider in India. Gaur Sunder has served on national and international committees, and represents India at some of the Standards Development Organizations (SDOs) - BIS, ISO, HL7, SNOMED - dealing with digital healthcare standardization. He was member of MeitY committees for Telemedicine Standards 2007, and National Rural Telemedicine Network program. He was member and primary drafter of Ministry of Health & Family Welfare (MoH&FW) notified EHR Standards for India 2016 (and earlier 2013 edition) and contributed to National Knowledge Commission iHIND, Karnataka Public Health Policy 2017, and drafting of NeHA/DISHA Bill among others. Recently, he was part of MoH&FW - NITI Aayog - MeitY committee for National Digital Health Blueprint (National Health Stack), and is assisting National Health Authority in implementing National Digital Health Mission (NDHM). As Head of C-DAC ACTS, Pune he directs planning, operations, and monitoring of all educational and training activities, R&D, and business projects and activities, and mentors a team of 80+ academic, technical, and administrative staff.

Prior to that he was in the Ministry of Electronics & Information Technology. He played a lead role in designing Income Tax PAN Number and architecture of the computing system and environment at the Central Board of Direct Taxes (CBDT), Central Board of Excise and Customs (CBEC), Service Tax and GSTN. Continues to be the Member of the Technical Advisory Committee overseeing the IT upgradation and architectural changes at CBDT, CBEC and GSTN and is the head of the Cyber Security Board at GSTN. He has also played the key role at the initial stage of planning and implementing the first phase of computerization in Bombay Stock Exchange. He has been involved in all the large projects relating to computerization in the country. The first one of which include the MICR at Reserve Bank of India and computerization at Syndicate Bank, Vijaya Bank, Oriental Bank of Commerce, Allahabad Bank and other financial institutions. He is also heading the Technical Committee overseeing the modification, upgradation and security of IT assets at National Cooperative Development Corporation (NCDC). This organisation has been the apex body in the cooperative sector in the country.
Several international cooperation agreements have been entered under his leadership. He led a team from time to time to draft and bring out National Policies in the area of cyber security and cyber laws. He was Executive Director, ERNET India for over 7 years and was instrumental in setting up of the first large scale education and research network in close collaboration with the leading educational and research institutions in the country. During his tenure, the project of National Knowledge Network was evolved and designed. He has been leading team, designing and implementing IT solutions in the areas of Finance, Taxes and Law & Order.
Prof Abhay Karandikar is currently the Director, Indian Institute of Technology (IIT) Kanpur, one of the premier technical institutes of India. Before joining IIT Kanpur as the Director in April 2018, he served as Institute Chair Professor in the Department of Electrical Engineering at Indian Institute of Technology (IIT) Bombay. He also served as Dean (Faculty Affairs) and Head of the Electrical Engineering Department at IIT Bombay. He spearheaded a national effort in setting up Telecom Standards Development Society of India (TSDSI), India's standards body for telecom with participation of all stakeholders. Prof Karandikar was the founding member and former Chairman of TSDSI. He was also Member (Part-Time) of Telecom Regulatory Authority of India (TRAI) from January 2018- January 2023. He serves on the board of several companies and has founded and mentored start-ups in telecom and networking. He was member of High Level Forum on 5G setup by the Government of India and Chaired the 5G Spectrum Policy Task Force. Prof Karandikar has several patents issued and pending, contributions to IEEE, 3GPP standards, contributed chapters in books and large number of papers in international journals and conferences to his credit. Prof Karandikar was awarded with IEEE SA's Standards Medallion in December 2016 in New Jersey.
Biman Saikia received his MBBS from Assam Medical College Dibrugarh in 1992 and MD in Pathology from the Postgraduate Institute of Medical Education and Research, Chandigarh in 1997. Dr. Saikia was appointed as a faculty member at the Postgraduate Institute of Medical Education and Research, Chandigarh in 2002, and is currently Professor of Immunopathology and Nodal Officer, Telemedicine. Dr. Saikia’s main research interests include: Inborn Errors of Immunity, particularly Hyper-IgE Syndrome and immune mechanisms of transplant rejection. He was instumental in setting up the Centre for Advanced Research in Primary Immunodeficiency Diseases at PGIMER, Chandigarh. He has been the Chief guide of 7 PhD and 8 MD thesis. He has more than 100 publications and 9 book chapters to his credit.
He is a Founder member and current President of the Indian Society for Primary Immune Deficiency (ISPID). He is also the Joint Secretary of Indian Society for Histocompatibility and Immunogenetics (ISHI). Dr. Saikia is also an avid painter, singer and YouTuber.
